AMSG is seeking a qualified Federal Budget/Financial Subject Matter Expert (SME) to support The Associate Chief Information Officer (ACIO) for Cybersecurity (ACIO/CS) office within the US Department of the Treasury’s Departmental Offices (DO), Office of the Chief Information Officer (OCIO). The consultant in this position will be the principle lead for Cybersecurity’s projects, program, and portfolio budget and spend plans.

  • Direct project, program, and portfolio budget management support to the Associate Chief Information Officer (ACIO) for the Cybersecurity (CS) Office.
  • Direct support to ACIO/CS CISO with Planning, Programming, Budgeting and Execution (PPBE).
  • Review of current budgetary practices and analysis specifically targeted toward improving access, clarity, traceability, and control of ACIO/CS budget formulation & execution by project.
  • Lead the preparation of the monthly execution report and be responsible for informing the Budget Manager and CISO of any discrepancies or problems.
  • Conduct analysis on financial and budgetary trends affecting the office.
  • Assist maintaining day-to-day financial control of each project within budget allocation to include, but not limited to, preparation of budget spreadsheets detailing pipeline actions, commitments, obligations, and balances
  • Preparation of spreadsheets and appropriate documentation to support financial data calls; and ensuring finances are properly administered and monitored in a Portfolio Management Controls Spreadsheet over the POM

  • 10+ years as a Principle Consultant within Federal clients.
  • 20+ years of Federal budget management experience, to include planning, programming, budgeting and execution (PPBE).
  • 20+ years of project management experience, including tracking and planning projects.
  • Demonstrated experience with multi-year spend plans, Reprogramming Log, and FastTrack Spend Plan software.
  • Demonstrated experience with GAAP, FASAB, GAGAS, and OMB Circular A-123.
  • Experience with Federal financial tools (STARS, ERPs, PRISM, ORACL, etc.).
  • Experience with multi-year spend plans.
  • Preferred: Treasury DO Finance/Budget background, Treasury/IRS EOD, “big four” consulting experience.
